Sanctions against Russia
In response to Russia’s violation of international law through its attack on Ukraine, the EU has imposed extensive sanctions, which Norway has aligned itself with.
Norway has adopted all EU sanction packages against Russia, with only a few exceptions and national adjustments. These sanctions have been incorporated into Norwegian law through Regulation of 15 August 2014 No. 1076 on restrictive measures concerning actions that undermine or threaten Ukraine’s territorial integrity, sovereignty, independence, and stability.
These historically extensive sanctions aim to weaken Russia’s ability to finance and sustain its illegal war in Ukraine. The restrictions are continuously tightening, significantly limiting trade opportunities with Russia.
Guidance on Sanctions in Response to Russia’s Military Aggression Against Ukraine
Norway implemented new sanctions against Russia on October 27th 2025, aligning with the EU’s 18th sanctions package. More information on these new measures can be found here: 18. sanksjonspakke innført – mer informasjon om tiltakene – DEKSA.
