You can apply for access to DEKSA’s documents via the online portal eInnsyn.
DEKSA’s public journal is now published on eInnsyn. Here you can search for documents that have been received or sent by DEKSA and request access to them.
eInnsyn is a joint publication service used by government agencies to publish their public journals/records online. Here you can search for documents that have been received or sent by DEKSA and request access to them.
Within certain case areas, DEKSA practices archiving and record-keeping, but does not publish the documents on eInnsyn.
Exceptions from Publication on eInnsyn
Cases related to export control are archived by DEKSA, but the journal information is not published on eInnsyn. These cases are processed in the system My page, and relate to licence applications for defense material, dual-use goods, export bans in the sanction regulations, and other specific export matters.
The Export Control Act imposes a strict duty of confidentiality in accordance with Section 13, first paragraph, of the Public Access to Information Act (Offentleglova), cf. Section 2, fourth paragraph, of the Export Control Act. Due to the large amount of confidential information in export control cases, these cases are handled in a separate journal, which is not available on eInnsyn.
Regarding sanctions, DEKSA is also subject to confidentiality, cf. the confidentiality provisions in Section 8 of the Sanctions Act.

Appeal of refusal
If your request for access is denied, you may request a further justification for the refusal within three weeks of receiving the decision, cf. Section 31, second paragraph of the Freedom of Information Act (offentleglova).
The refusal may also be appealed, cf. Section 32, first paragraph of the Freedom of Information Act. Appeals shall be submitted to the Directorate for Export Controls and Sanctions (DEKSA).
If the decision is not reversed, the appeal, together with the relevant documents, will be forwarded to and decided by the Ministry of Foreign Affairs. The deadline for submitting an appeal is three weeks from the date on which the refusal was received, cf. Section 29, first paragraph of the Public Administration Act (forvaltningsloven).
Access Request for Cases Prior to 2025
DEKSA was established 1 January 2025. The Ministry of Foreign Affairs is responsible for processing access requests for all cases that were completed by the end of 2024.
