Sanctions against Russia

Updated 20.02.2025

In response to Russia’s violation of international law through its attack on Ukraine, the EU has imposed extensive sanctions, which Norway has aligned itself with.

Norway has adopted all EU sanction packages against Russia, with only a few exceptions and national adjustments. These sanctions have been incorporated into Norwegian law through Regulation of 15 August 2014 No. 1076 on restrictive measures concerning actions that undermine or threaten Ukraine’s territorial integrity, sovereignty, independence, and stability.

These historically extensive sanctions aim to weaken Russia’s ability to finance and sustain its illegal war in Ukraine. The restrictions are continuously tightening, significantly limiting trade opportunities with Russia.

Norway has introduced additional sanctions against Russia, aligning with the EU’s sixteenth sanctions package. More information on these new measures can be found here.

Please note that the DEKSA guide is not available in English. However, as Norway’s measures are largely identical to those adopted by the European Union, you may refer to the European Commission’s extensive FAQs on EU sanctions against Russia, available here.

DEKSA has also prepared a regulatory correlation table intended to help identify which provisions of the EU regulations form the basis for the Norwegian regulation text, available here.
