Applicable Sanctions
Norway is legally required to implement sanctions adopted by the UN Security Council and also enforces a range of restrictive measures adopted by the EU.
The countries subject to sanctions are displayed on the map below, with the corresponding regulations listed in the table. The scope of these sanction regimes varies significantly.
Everyone subject to the regulations, must familiarize themselves with these regulations, including applicable prohibitions, goods subject to export or import bans, and persons and entities subject to financial sanctions.
If there is uncertainty regarding the interpretation of the regulations, DEKSA can provide general guidance but not specific legal advice. External legal assistance should be sought when necessary.
DEKSA expects all inquiries to be based on a self-assessment of the applicable regulations. General questions without such an assessment may not receive a detailed response. Questions regarding regulatory interpretation, along with a self-assessment, can be sent via email to post@deksa.no.
Sanction regulations may allow for exceptions or waivers. Applications for these must be submitted via email to post@deksa.no and should include a thorough explanation of the facts of the case and a detailed justification for why the exception or dispensation should apply.

The EU has developed an online portal that provides a visual overview of EU restrictive measures and UN sanctions. This is a useful source of information for Norwegian operators as well, since Norway largely has similar sanction regulations. We emphasise that Norwegian regulations apply to Norwegian operators and exports from Norway. You can find the EU Sanctions Map here.
Some countries impose their own unilateral sanctions. For example, the USA has an extensive sanctions framework that is continuously evolving. For certain Norwegian exporters, particularly those with operations or interests in the USA, it is important to familiarise themselves with US sanctions regulations. DEKSA is unable to provide further guidance on this matter, but Norwegian exporters are encouraged to conduct their own research, for example, by contacting the US Embassy.
