About E-lisens
E-lisens is DEKSA’s application portal for export control. You log in via “My Page”. E-lisens is available in Norwegian only. It can be used by all Norwegian companies and private individuals. It is also where you receive messages from DEKSA regarding your cases and inquiries.
What is E-lisens used for?
All applications and inquiries related to export control must be submitted via E-lisens:
- Application for an export licence
- Application for brokering, technology, and service licences
- Application for import certificates
- Application for delivery verification certificates
- Application for pre-approval for exports to countries subject to sanctions and restrictive measures, such as Iran and Russia
- Application for certification in accordance with the ICT Directive
- Quarterly reporting on exports of defence material
- Registration of companies to use a general transfer licence
- Written inquiries related to export control, sanctions, or restrictive measures
Your questions relating to a case in E-lisens can be submitted via correspondence in the case’s comment section.
Registration and User Management
Companies and private individuals intending to use E-lisens must register as users. Your company’s contact information is automatically retrieved from the Brønnøysund Register Centre when you enter the organisation number.
Companies and other organisations are responsible for managing their own users.
The company themselves must:
- Activate new users in E-lisens
- Assign the necessary permissions for users to act on behalf of the company, e.g. administrator rights, rights to submit applications and reports
- Deactivate their company’s users when they no longer require access

If a company does not have active users to handle tasks such as activating new users or assigning permissions, DEKSA can activate a user upon receiving written authorisation from the company, sent to post@deksa.no.
Please note that your company must issue a written authorisation for the first user account. This is to ensure the security and confidentiality of your user.
Errors and Support
If you experience issues or errors logging into E-lisens via the access “ID-porten”, you must contact Digdir, which manages this functionality.
