Strategy
DEKSA aims to contribute to a safer world through four objectives for the period 2025-2027. DEKSA’s organisation and operations will be developed to support these objectives.
DEKSA’s Strategy 2025 – 2027

DEKSA shall make clear contributions to Norwegian foreign and security policy – through international cooperation and effective implementation of sanctions and international obligations.
Therefore, we will:
- Strengthen cooperation with allied countries and the EU.
- Enhance Norway’s efforts and be a clear contributor in international meetings through good routines for participation, reporting, and information sharing, as well as close cooperation with national partners.
- Be proactive in relevant forums, including promoting amendments to control lists and coordinating sanction policies.
- Have the necessary expertise to quickly and effectively support the work of implementing Norwegian legislation.

DEKSA shall promote compliance in the business and academic sectors by providing more guidance, including in closer cooperation with national partners.
Therefore, we will:
- Offer consistent, timely, and accurate guidance through joint prioritisation and closer collaboration with users and other authorities, such as the Police and the Norwegian Customs.
- Develop specific guidance measures for individual sectors, such as the academic sector, and small and medium-sized producers of sensitive technology.
- Create good digital tools and channels for external guidance and information sharing, including easily accessible information on a new website, competence-building initiatives such as e-learning courses, and a new online applications system for export control and sanctions.
- Use clear language in our communication.

DEKSA shall contribute to predictable frameworks for the defence industry, business sector, and academic sector through efficient and forward-looking management of regulations.
Therefore, we will:
- Ensure more efficient case processing and a more user-friendly dialogue with authorities through a new online applications system for applications and inquiries.
- Have good internal routines for consistent administrative practices and case handling.
- Make sure Norwegian licensing practices have clear targets, including adopting a risk-based approach and increasing the use of control measures.
- Consider establishing a “regulatory sandbox” with participation from affected stakeholders to map out the consequences for the business and academic sectors before any regulatory changes.
- Strengthen efforts against diversion of Norwegian technology, including by using internationally recognised tools for end-user control.

DEKSA shall have a strong and future-oriented competence – through national and international sharing of skills and knowledge.
Therefore, we will:
- Strengthen technological expertise and professional cooperation with national partners on the topic of strategic technologies, including the establishment of a new national technology forum for export control and sanctions.
- Establish and further develop shared platforms and routines for efficient collaboration with relevant authorities.
- Contribute to relevant joint analysis projects.
- Continuously develop employees’ competence and knowledge, including through internal experience sharing and competence plans for all areas of expertise.

DEKSA aims to be prepared to meet an increasingly demanding security policy landscape, with a growing need for guidance, efficient case processing, and collaboration both nationally and internationally. To achieve the four main objectives, the organisation, operations, and working methods must be further developed and adapted to new challenges. DEKSA shall be a relevant actor in the public sphere and an attractive workplace.
Therefore, we will:
- Have an effective and robust administrative support system for safe and stable operations.
- Always assess measures related to organisational development and operations in light of overarching objectives.
- Establish and further develop plans and routines for good external and internal communication.
- Invest in employees, with initiatives for a good and inclusive work environment, involvement, and competence building.
