Lists I and II specify which goods, technology, and services are subject to licensing requirements. As an exporter, you must be familiar with these control lists and use them to classify what you intend to export.   <\/p>\n          \n          \n        <\/div>\n        \n      <\/div>\n          <\/section>\n\n\n\n\n    <section class=\"text-editor block\">\n\n      <div class=\"text-editor-grid grid-12 grid-m-8 grid-s-4 inline-padding fade-me\">\n          <div class=\"text-editor-wrapper rg-25 rg-s-20 main-text\">\n\n          <p><span data-contrast=\"auto\">The control lists are annexes to the <\/span><a href=\"https:\/\/www.regjeringen.no\/contentassets\/e19e0d2f0fe74437897036c1ddaf45f6\/the-export-control-regulations.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Export Control Regulation<\/span><span data-contrast=\"none\">s<\/span><\/a><span data-contrast=\"auto\">. The lists provide an overview of which products and technologies are subject to export control. Currently, there are two control lists: List I for defence related goods, List II for dual-use items. As of January 2026, there was a List III for certain emerging technologies; this has now been incorporated into List II.<\/span><\/p>\n<p><span data-contrast=\"auto\">As an exporter, you are expected to conduct your own assessment to determine whether an item, technology, or service is subject to export control. In these regimes, all member countries make decisions by consensus on what should be controlled and commit to implementing this uniformly. The lists are compiled by the EU to ensure they are legally binding for the Union&#8217;s member states. Norway uses the EU&#8217;s control lists to ensure that we understand and implement the control in a manner as consistent as possible with other European countries. The control list consists of 22 categories of defence related goods, e.g., ML3, which covers ammunition and fuze mechanisms.
